REQUEST FOR EXPRESSION OF INTEREST for contracting the Administrator for the Energy Efficiency Fund

Legal context
The Energy Efficiency Fund (called “the Fund”) was established through the Government Decision (GD) no. 401 dated June 12, 2012, in accordance with the provisions of the Law on Energy Efficiency no. 142 dated July 2, 2010, art. 20(1) and the Law on Renewable no 160 dated July 12 2007, art. 16(3).
The Fund Administrator is a physical or juridical person from Republic of Moldova or from abroad, selected in line with the World Bank procedures, as per the provision of the GD no. 401/2012, art. 46 .

Objective of the Fund

The Fund has been established to support the implementation of policies of the Republic of Moldova on energy efficiency (EE) and renewable energy sources (RES), as well to reach the objectives included in the National Program for energy efficiency till 2020.
The main objective of the Fund is to attract and administrate financial sources for the implementation of EE and RES projects.
Financial sources of the Fund include state budget allocations, at least 10% from the total volume of available resources, needed to reach the targets on EE and RES sectors.
Other financial sources may be: donations from physical and juridical persons from Moldova and abroad, IFIs and strategic partners, financial income from interests and commissions; loans and other financial instruments.

The Fund is a “revolving fund” supplied from funds’ reimbursement and payments of interests and commissions.
The Fund offers the following financial instruments: grants, guarantees, loans, and leasing.
The Fund’s investment portfolio is administrated by the Fund, assisted by the Administrator, with expertise on investments and financial sector, selected through a competitive process as per provisions of the Fund’s Operational Manual approved by its Board of Administration.

The candidate must meet the following qualification criteria:

    Physical person:
  • Resident of the Republic of Moldova for at least  the contract period;
  • University graduate in economics and finance (with diploma); master of science or completion of additional relevant training courses will be an advantage;
  • Experience in financial management and/or fiduciary business management for at least five years;
  • Experience in the EE and RES sectors, as well as in the optimization of energy consumption and reduction of  green gases emissions will be an advantage;
  • Good knowledge of Romanian, Russian and English languages;
  • Good knowledge of the legal framework governing the financial, EE and RES  sectors;
  • Computer skills (Word, Excel, Internet, E-mail);
  • Organizational and administrative skills, be able to analyse and evaluate data and documents layout, have reasoning skills and skills of efficient communication. Experience on working with IFIs is an advantage;
  • Abilities such as: diplomacy, creativity, entrepreneurial spirit, flexibility, discipline, responsibility, work individually and as part of the team, be able to share experience and have negotiation skills.
    Juridical person
  • Capacity to perform professional activity;
  • Economic-financing capacity to fulfill the obligation included in the contract;
  • Minimum two years experience in the similar field of activity;
  • Qualified staff, with the university degree in economics and finance to fulfill the contract obligations, with five years experience in similar activity, with  good professional reputation of prudent administration of funds;
  • Experts on financial and investment sectors, with minimum three years experience in the relevant activity;
  • Experts authorized to work in securities market;
  • Technical experts graduated in designing the heating, cooling, air conditioning systems, energy management, engineering, architecture, environment, each of them having at least five years work experience;
  • The staff should be fluent in Romanian, Russian and English, both speaking and writing.

To prove the qualification of candidates the following documents must be provided:

    Physical person:
  • Copy of the Identity Card;
  • Curriculum vitae;
  • Copy of the diplomas from Universities, and other relevant institutions for additional professional studies or/and training;
  • Copy of the labor book or copies of contracts for performing similar services, having a length of service equal with minimum five years experience, as well as copies of certificates of successfully completed previous contracts (in case that the contract provisions include confidentiality clauses, only the pages related to the contracting parties, contract scope, contract duration and value, and the final page with signatures will be provided), or recommendations including data about the contractor, type of delivered services, period of contracts, value of the contracts, quality of the performed services;
  • Personal liability statement.
    Juridical person:
  • Sure proof of juridical person registration in line with legal frame of Republic of Moldova;
  • Proofs such as a valid certificate issued by accredited authority or  a legalized copy of such a certificate indicating the current address and scope of work of the juridical person;
  • The services to be delivered under the contract of Administrator must be included in services of the juridical person’s scope of work. Sure proofs certifying that a non- profit juridical person is allowed to perform services included in the Administrator’s contract (by law, Minutes) must be provided if the juridical person is a non-profit organization;
  • Signed Financial Statements, Cash Flow statement, and Balance Sheet recorded at the Financial Administration Office proving that the juridical person has access to the financial resources (including loans certified by the commercial banks) to deliver the services included in the Administrator contract till the payments under the contract are made;
  • The certificate of taxes and social contributions payment issued by the Fiscal Inspection of the Republic of Moldova, as well as  a copy of the last financial report signed and stamped by the representative of the juridical person;
  • At least copy of contracts for performing similar services, having a length of service equal with minimum two years experience, as well as copies of certificates of successfully completed previous contracts (in case that the contract provisions include confidentiality clauses, only the pages related to the contracting parties, contract scope, contract duration and value, and the final page with signatures will be provided), or recommendations including data about the contractor, type of delivered services, period of contracts, value of the contracts, quality of the performed services;
  • List of the contracted staff;
  • Curriculum vitae (CV) for the team leader, key experts, technical experts. The CVs should describe the qualification and professional experience requested from each expert; 
  • Copies of Diplomas and certificates related to the expert education mentioned in their CVs;
  • Copies of certificates/references, contracts issued by the employers or contractors to certify the expertise included in the CV;
  • Personal Liability Statement.

All copies of the certificates/documents must be certified in conformity with the originals. The Fund may ask for more proofs if it will consider that the documents attached are not enough relevant.

    The Administrator has the following duties:
  • Designs the business and investment plans for the Fund;
  • Prepares and  delivers  the annual and quarterly reports to the Administration Board, and after their approval delivers them to the Ministry of Economy and Energy Efficiency Agency;
  • Prepares the allocation of the financial sources for the Fund activity for next year;
  • Builds the pipeline of energy efficiency and renewable energy sources projects;
  • Performs the technical and financial evaluation of the investment  projects to be financed or guaranteed by the Fund , as well as the credit solvency of the clients, and report the results of  evaluation to the Board of Administration;
  • Identifies and attracts co-financiers for projects, at the request of the Board of Administration;
  • Prepares the dossier for each project to be financed and negotiates the terms of the financing contract;
  • Monitors the fulfillment of the financing contract provisions;
  • Monitors the deviation from the provisions of the financing agreement and take care to recuperate the funds.
